An arranged marriage was established to ensure it as a permanent alliance between the two major mafia's. They were to wed the day she turned 20 and not a day later. If not, war would erupt all over Italy and the US. The Luciano's against the Ivanov's, and it was a war that the Luciano's claimed they could easily win.
