There's a serial killer on the loose in the city of St. Louis. He's driven by the rain and playing a game of cat and mouse with Detective Mitch Mathers. Mitch's only witness is a young woman who believes that she "sees" the crimes. He has no leads, and his only hope is to believe in the beautiful seductress who wants to help him solve the murders. The body count is rising with the November rain.
