The Survival Games were organized by President Irwin. It was not to get back at the sectors. It was to kill children. President Irwin had a frosty heart but the frostiest part of all was where the children were. Each year she sent out a sector watcher to each of the 10 sectors, they each return with two children. The children train and then are sent of to some restricted island to fight to the death. Winning opens up so many doors and a chance to help the next children chosen it also means hallucinations. Losing means nothing but death.
