this takes place  after Harrys 1st year. He returns to the Dursleys where they abuse  the poor boy, crushing his spirit and his will to to live. 

Imagine Sirius Black, a powerful Lord in the Wizgamont and his partner Remus Lupin have heard about the abuse Harry has suffered. Sirius wanted Harry so badly, but knew the boys safety came first. so he allowed Harry to be taken away into the Miggle World. He never regretted the decision more.
