Everyone is human! There is a consequence to every action. The Hunger Games were the consequence of rebellious actions - killing 19-24 people a year for the past 200 years. 
The Scorching was a time when a large amount of conflict rose in Pyrrhia - a civil war between three districts, the creation of the Capitol, the rebellion... When it ended the games were created as punishment; where 24 tributes, three from each remaining district, are selected to fight to death in the giant, dome-shaped arena Pantala. 
It wasn't until the 201st Hunger Games that a few tributes decided to put an end to the games once and for all.

Season 4 of The Virus Within Trinity is familiar with zombies, being one herself, but when strange zombies start appearing, she realizes that the world she knew might be changing yet again.
