The witch with no power

Lucy is a 17 years old girl who lives with her father and step mother. She has 4 siblings,3 Boys and a girl who is a twin. The elder is Kia the second is shou the her at last the twins Aoi and koi . They lived in China then moved back to Tokyo for their secret was revealed, they are from the witches clan. Every one masters the spells,flying,hexing and position making but they also have their unique power which can be :

But it is said that some have no power of there own so they steal but can't keep it for long ,others have more than one , and some said to have all 9. But it's the rarest thing and only those who are pure blooded said to have all nine and they are 10 who are known and another 5 who will be known.
Back to Lucy who is 17 years already and still can't master any ability of her own she only knows the basics but her younger sister said to have discover to obtain 7 of the abilities and she might be one of the five when she becomes of age ;(18years & 20) the brothers abilities are metal,fire,storm also all three can control lightning for their family is known for it. All favor the sister who is 13 years old and no one looked at Lucy for she doesn't have a power not even lightning , she is considered a discrete to her family and all blamed her mother who never could control her ability and died because of it (fire,burned to death). Our story starts one month before Lucy's family decided to move back and her encounter of a pure blood that changed her life for ever. What happens to Lucy and why did she never know her powers ??
