Because they fit the description of the flower, beautiful from afar, but deadly if you get too close. The city is under close surveillance every second of every day, but these girls manage to bypass every camera, every guard. The amount of security almost matches the number of terrible people the girls take out every day. Some say they may almost be unstoppable. Almost.
