No one could expect Ekaterina Karlova, the secret weapon of the Solntsevskaya Bratva. A superpowered alien adopted by a Former KGB officer. While their partnership started out rocky, they quickly bonded.
Once the two destroyed Kovar, she gave him a way home...and he brought the red daughter of Krypton with him.

A SuperArrow AU, partially based on Superman: Red Son, where Oliver and Kara meet and fall in love during his time on the Amazo and they leave Lian Yu together.
