The Justice League is divided, and each member must make a choice. Will they stand with Aquaman? Or with Batman, Green Arrow and their sidekicks as they attempt to work around United Nations Secretary-General Lex Luthor's ever-pressuring, anti-metahuman policies.

Unable to choose, Emma Grayson heads to Markovia in an attempt to help the tumultuous country with its refugees and metahumans. However, when she runs into her younger brother, she realizes that Fate has something more up its sleeve.

Willow already walked out two years ago. She refused to fight for a world that no longer believed in itself and its capacity for good. And although she has managed to create a life for herself in Detroit with her girlfriend, her past is about to catch up with her.

The League attempts to rebuild its reputation. Meta-human trafficking spreads throughout the world. Nightwing tries to convince Nightingale to join his new team, and avoiding heroism may be harder than Wildfire thought.

Every hero makes a sacrifice. Every hero must do what they believe is right. But will it be enough to save the world?
