In the year 3020 humans begin to develop special capabilities, thinking that these new capabilities will destroy the way things are, the governments from around the world come together to form "The Suppressant Act" which allows the governments to experiment on anybody with capabilities who are called "Manji".
Each year on the first and second days of school the government sends police and scientist to percieve any student who is a Manji. If accused of being a Manji you were detained and sent to a lab to be put through experiments and torture.
