It is the year 2046. World War Three nearly obliterated half the population of the world. The governments of the remaining countries have tried to keep the world together, but it's crumbling more and more by the second. While the civilians left in the world support their governments rebuilding effort, a new, more powerful man has risen to try and claim overbearing power: 

Savant Highmore.

Savant Highmore is half-bionic and smarter than any person ever known to man before. He proposes a new form of government: the Ultimate Authority.  To peoples' surprise, the governments of the world have signed on to this system, and left the democracy of the people to the wind. People needed a savior, a God to stand up to this madness. That savior is the Hierarchy. 
The Hierarchy is exactly what it sounds like. It's an anti-Ultimate Authority organization that has branches to help take down the ruling system. The more productive your branch and more powerful it becomes, the higher up you are on the Hierarchy list. 
Saddlehorse Hierarchy has been on the top ten list for decades. Placed in what was Kentucky in America this group has but eleven members called Riders who reign supreme in North America. 

With secrets revealed and tensions within Saddlehorse rising, will the Riders be able to take down the Ultimate Authority before they crumble themselves?
