Gotham, one of the most crime ridden cities the world probably knows. Infested with gangs and mobs of all sorts, it makes it hard for the little guys to survive. Alicia Jones knows it from first hand experience.  Her family was a long line of Gothamites. Her mother was the only person she could depend on in life. She taught her everything she knew. How to make bread and confections to support herself. And to never trust men who claim to have clean hands. Alicia opens her bakery in Gotham, only expecting to be broken in to here and there. Not to be dealing with Mafia Bosses.
Jason Todd being one of them. 
Mafia or not, if her mother taught her anything, it was to never let anyone walk over her.
