Disease in story based off of SIXBONES (An Undertale AU)

It's 1925. The World War has ended and every country is on a struggle to regain their strength and economy. Just when everything is going swell again, an airplane flew into a few countries, seemingly dropping bags of food rations and defense supplies.. Unsuspecting, countries started shipping the materials to their allies for reinforcement as well. It was only when one day that suddenly, an emergency broadcast was rung out. It was reported that every country who had gotten the friendly shipment was now fallen into critical condition, where they mysteriously steam and melt away. The condition was estimated to cause death within 10 days. Inside the bags were a mysterious gas, the bags all seemingly labeled with "13." and everyone knew that another nation had shipped these catastrophes, but no one had a clue who.
Now, every country is in a panic. Island nations are closing like crazy, the economy has gone so low that it's off the charts, and countries are turning on allies in fear of being infected. Italy, a helpful spirit, and his best friend Germany, decide to brave up and try to figure out what is happening. What's happening? Who's doing this, and why? And importantly... what will this teamwork do to bring the two closer?
