Izuku is the child of Hisashi Midoriya, Hisashi is a villain but isn't known by the public, he was anonymous. His child was left with the League of Villains for a while as they were in alliance, the heroes found their base and arrested them all excluding Toga and Hisashi.
Allmight decided to take the child in as his own and secretly raise him until something goes terribly wrong.
