In year 2000, scientists from the Arcadian government had discovered the existence of people with genetically enhanced anomalies, and classified these people as, "the bio-species".
The first among the so-called "bio species," that was discovered, was a male known as codename: "Zero", or "Patient 0," and he was found late January of the said year. Patient 0 was recorded in the books to have genetically enhanced skeletal system, enabling him to punch through thick metal, and survive a fall from a 20-storey building with just bruises and scratches on his skin.
Because of the discovery of his ability, the scientist decided capture Patient 0 for their experiments, and was secretly backed up by the Arcadian government, classifying Patient 0's case as, "Class SSS Confidentiality".
Few years later, right after the incident with Patient 0, who was announced to have been killed on spot due to his rebelious acts, the Arcadian government created a sector for investigating the possibilities of the existence of other bio-species around the globe. Gen. Benjamin York New Worthington, head of the human rights department, and a co-founder of the said sector debated the study of bio-species through experiments, and raised the agreement of observation to the government.
This was patented, along with Gen. Benjamin's rights to protect the bio-species from potential harm, unless they become a threat. The agreement indicated that people with discovered potential genetic anomalies leading to being classified as a bio-specie, is given the same right as a normal person, however, a clause in the agreement indicated that such person should not allow the use of his special abilities to be seen by the public eye. Moresoever, should the bio-specie use his ability to harm other people, unless it was self-defense against the threat of his life, he is deemed to be marked and hunt down for termination, or if persuaded, should swear to serve as an asset to the Arcadian government.

[Complete] Stealing stuff is supposed to be simple. But when I decide to rescue a ComfortUnit from a company that I faked my own death to escape, and they're hauling "pesticides" that don't seem to have much agricultural value, things get a lot more complicated. Add to that, there are still humans around to get hurt by corporate paranoia/ secrecy/ vindictiveness, and things are...well, yeah. This is going to be a lot.
