What are the Odds? (A Doctor Who, Hunger Games fanfiction)

A world of opression and fear, a place where a power mad President resides, striking terror into the hearts of his citizens by the means of a game. The Hunger Game. Every year, a boy and a girl from each District is chosen to fight to the death in a large arena. Twenty four childeren, between the ages of twelve and eighteen, enter the arena. Only one survives.

A time and space traveller, flying around in his Police call box, desperate for companions, bent on saving worlds in return for the world he destroyed.

But what if that man stumbled across that world. What if he flew straight into the arena. Would he stop to help? Make friends, allies? Would he meet a girl, a girl destined to change the world of Panem forever? And would he help her reach her goal, to change the world and to vanquish the power of the Capitol forever?
