Over 70 years after warfare transformed the United States, the Haven Cities formed to welcome the terrified survivors and reestablish society.  Seeking to create a better world, the Haven Cities maintain a strict set of laws to keep its citizens safe, with little room for mobility or mercy.   

But when Haven Cities' justice doesn't satisfy, a prosecutor from Columbia turns to  the military for a way to bring balance.   Her desire to strike back at the Heartland takes her beyond the confines of Columbia, and into disputed territory.
