This is about Mr. Tickle and Mr. Happy as kids and they aren't exactly brothers. Since Mr. Tickle is the oldest one, Mr. Happy calls him big brother and Mr. Tickle was confused at first, but took care of Mr. Happy, if they were actually brothers.
