After the attack on scool academy, Principal realises they need more heroes
So he recruits some staff to recruit students that don't necessarily want or are fit to be heroes but have the highest potential, Class 1C
But one of the staff principal recruits is actually a former mafia member and plans to use 1C and possibly Class 3A to eliminate all the gangs and mafia he knows

Quirk: Uncrowned arms mastery-able to equip weapons that exist, not considering legendary weapons just like swords, spears, etc. Summoning existing legendary weapons use mana and can only be used for limited amounts of time
Skills:Able to analyze quickly and adapt to situations. Knows how to get out of tight situations through quick thinking.
Traits: Moral compass non existent, always sees people as a means to an end if he doesnt have particular liking for them. Quick thinking, always finding a way to gain an advantage. Not in higher classes because he isn't selfless and saving people isn't his main focus\
Relationships: Close to [elric], sees him as an equal
likes [yoko] because of their similarity of weapons, she looks up to him, he finds her annoying at first but warms up to her eventually

There's no way these heroes thought kidnapping these poor citizens meant that they were saving them from the rumored "villain's ruling". But meet a missing hero and his friend, he uncovers secrets about the heroes that he never knew. Tommy can use this to his advantage, hold it over the heroes heads and threaten to release everything.
