The council and Imperium

(this is pre heresy where the imperium is at it's strongest)

When the emperor heard wind of another Human Colony he dispatched Horus and Gulliman to take it. But found his son among the colonist that was conquered. Now he leads the Sons of Malice, but the imperium meets another galactic power called the citadel council.
