Izuku Midoriya was born with a combination of his mother's small telekinesis and his dad's fire breathing quirks, and merged into a very powerful pyrokinesis. But it's more complicated, it's connected to his emotions, if he got to excited in any way, his whole body will catch on fire. People around him are scared of him and ridicule him for it.
