Nigeria in the mid-1990s is gripped with the terror and oppression of a military dictatorship. These are dark days, where no one is safe, no matter how highly placed, especially for honest people. Children have grown up, living in terror; never knowing what it means to speak or act freely. Poverty, fear and insecurity are a daily routine.
Ten-year old Cecil 'Cee-Cee' Obigwe's short life is now bleak. His father was a former top official in the military government, who is arrested for treason. His mother, a famous writer is also arrested for defending her husband. Destitute, and abandoned by friends, Cecil is forced to leave his cultured, wealthy home to Glory Town, a run-down, crime-ridden estate.
Cecil chafes at his misfortune, withdrawing into himself and getting into fights at school. He befriends a mysterious girl, Bukky 'Boots' Wellington, who perfectly understands him, and has an unnatural maturity. He idolises her as an elder sister and guide.
