Fifteen-year-old Madilynn Carter lives in a world where there is no equality. The women are below the men, and they are powerless, worthless, and tools for men's pleasure.

In this dystopian world, every person is obliged to follow the Five Instructions, five rules that declare the superiority of the city or face death or life imprisonment.

1. Women shall submit to men and abstain from selfishness, own Thoughts, protestations, especially rebelling against the government. Women were made to please and serve for men, and therefore may not ask questions and must remain polite.
2. All men and women shall submit to the highest Chief Elder and any of his relatives. All men and women are required to go to any celebrations and festivals involving the Chief Elder. A weekly tax and offerings are also required.
3. Two people, Women and Men, are not allowed have Feelings for each of other. Any signs of Feelings must be reported, as they are a great Sin.
4. The highest First Chief Elder decrees that women must not be allowed to be in the company of men or in the sight of men, for they are not worthy to be seen, unless their services are required.
5. The First Chief Elder also decrees that women must not be allowed to speak in public and must wear clothing that will attract men.

Maddie doesn't remember anything from before she was Eight. She's just a normal girl who follows the rules and refrains from the sight of men. But then, Maddie starts to get her memory back, and everything starts to change. Then the day of her Pre-Pairing Picture happens, where she meets the Chief Elder's own son...
and falls in love.
All of a sudden, her life turns completely. She's no longer a rule follower.
She's a rule breaker.
