Cisco Ramón is a mechanical engineer who works at S.T.A.R. Labs along with Barry, Caitlin Snow - his best friend -, Iris West, Harrison Wells, and ocasionally Joe West, Iris' father.
Neely is a girl from Starling City. She has recently moved to Central City looking for a job . After being rejected in every place due to her lack of experience, Felicity Smoak, her friend, advises Neely to knock on the door of S.T.A.R. Labs and try some luck.
That's how Cisco and Neely crosses their paths... again, but with no good vibes at first.
