Instead of growing up in New York, Percy has been raised in England. Sally was a witch(she was in Ravenclaw). He gets his Hogwarts letter when everyone else does. He was only a year old when Voldemort was defeated.
Okay that was a bunch of random crap that kind of spilled out of my mind.
