In a world where it always rains, how can you survive the storm? On every night of the full moon, storms that last three days shake the earth. Stranger's whole city is destroyed in the storms, and she is forced to find shelter before she, too, is taken. She finds refuge in a complex and elaborate city, and is given the name Stranger 28. She has always lived in this disaster of a world, but is there more to discover? . . . . Rayne Willis has grown up in the countryside her whole life, and when she has to move to the depths of a busy city, nothing seems to go her way. Her new school is of no interest to her, as well of her fears of not having friends. She lives with her reckless father, and tries to escape her feelings of being homesick by living in her imagination. . . Both have something that they crave to discover about life. It is just a matter of how to find it.
