Stopping or Pausing time as we call it, doesn't have to be time every where. Have your ever been about to do something when you forget what it is? Well that is what happens when you get paused. Time doesn't carry on without you it just lets you catch up. And that's what happens with the Pausers. (This is one version of Angels Of Time by Minifun333 and Allyjelly425 but there are others, written better but with slightly different plot.)
P.S Our chapters are really long, so it doesn't seem like there are many...
