The Sectors were made to separate the loyal from the disloyal. The Council needed to know who they could trust and who they should keep an eye on.
The first three sectors are content with their lifestyle. They live in luxury while the other sectors struggle to even get food to eat. As far as everyone knows, the struggling sectors are just paying the price for being disloyal.
Gabby lives among the people in Sector 2. Her life was pretty normal. Her mother frequently goes on business trips. One afternoon, when her mom doesn't return grim one of these business trips, she visits Sector 6, since that was where her mom left to. After stumbling upon a secret group and finding out secrets she was never meant to know, she takes a trip outside the wall to expose these secrets and show her people, the world that was taken from them.
