After Izuku's failed attempt at trying to save Bakugou in the sludge villain attack, he was taken by Stain and was asked if he wanted to be a hero of his own kind, or to put it simply a vigilante
He saw potential in the kid and that he posses the characteristics of a true hero.
He told him that this was his second chance and the only way the kid is going to achieve his dreams is by bending the rules.
