The Underworld King (Todoroki X Reader)

In this universe quirks are outlawed, any who have are turned into the government and brainwashed to become super soldiers. Over the years people who had quirks deceloped the Underworld, a place where people with quirks could be safe. Shortly after the development, the Underworld became a junction for other forms of illegal activities.

(Y/n) (L/n) works at a legal office with her new friend Uraraka Ochako, they where hired by a scout and now worked under the eyes of the perfectionist himself: Shoto Todoroki. He came in early and left late at night, a mysterious man and few new him.

One day (Y/n) was forced to stay late by her superior Mr.Bakugo, during her late night a man came over and introduced himself. The way he dressed told the woman just who it was, it was Mr.Todoroki.

What will happen when the two meet at his masquerade? What will become of the adults when trouble brews in the Underworld?
