The man who fed it through the bars... Was he such a bad man? After all, he was the one to follow Joey's orders... Just because the demon came out wrong, doesn't mean it was demonic. 
In fact, this demonic experiment gone quite wrong isn't at all bad. After all of this abuse, especially the tease of a new 'friend' could be exciting. Boris the wolf: A new brother? One that loves him? That was a plus. 
Unfortunately, even in the cartoon worlds, "Bendy" is a threat. 
And every threat...
Must be removed.
