He come across two skeletons and they have reminded him of someone he loved very much and spares their lives. But then later on he kills the king. 

Then one of the skeletons was crowned king and so he declares war against humankind.

I believe that Gaster is the father of Sans and Papyrus. I also don't believe that Chara is evil. The monsters are on the surface, and although they are amongst humans, most humans have accepted them.
