To release Konoha's most dangerous criminal, take said criminal under his command, and have him take the Chūnin Senbatsu Shiken to prove a point to both Iwa and Kumo that they were not as weak as the rumours (which were true for the most part) made them out to be. Was he positive that this plan wouldn't blow up in his face? Absolutely not. But did the distraction grant him enough time to maybe think up another way to deal with the war that he felt was going to break out soon? Yes. And did he have enough foolish hope that the Chi no Dorobō, Uzumaki Naruto, might be able to return to his pre-genocidal self? ...Maybe.
