U.S Congress has written a new amendment, the 28th. A bill with congressional approval of giving the bureaucrats of Washington D.C full power on the country's economic and national interest affairs.
This brought a third civil war on American soil, named "Patriot War", which means a constant bloodshed for the rights of the 28th, "Paused Civilization" bill. The country's military is divided in half, once again the days of the 19th century are upon the innocent and the world stands watching what will be the conclusion of America's position as a dominant superpower in the future.

When finally his arrest occurs, he finds himself in a unique situation, offered a position in the TROIKA - but if he declines, then a life of darkness behind bars awaits him. The goal of the TROIKA is simple: Be quick, be correct, be ready.
