With Voldemort having been defeated by Harry Potter in his fifth year, Dumbledore decided it was time to keep a better eye on the muggles. For centuries they had been nothing but a small nuisance but as their societies continued to grow and damage the globe, it was time to step in. When Draco Malfoy's name was drawn from a hat, indicating that he would be the one thrusted into the muggle world to observe it closer, he was less than thrilled.
