Jack Savage and Judy Hopps have been partners in fighting crime for a while, now. When Bellwether creates a serum that turns the innocent citizens of Zootopia into savage beasts, Cheif Bogo send out the unstoppable Bunny Duo, or DB, as everyone calls them. The DB team travel to the last-seen sight of multiple savaged animals, but one savaged animal, in particular, catches Judy Hopps's eye, much to the disliking of Jack Savage.

And only ZPD officers that are prey are allowed to possess one. But it gives predators some relief at the park without their collars. But even with his collar off.
