He wanted to see if it was possible to make someone immortal. it was much too dangerous to try to on himself, therefore, he chose Elizabeth. Instead of making her immortal, it made her "stuck" in a way. She simply did not age, she was stuck in the body of her 13-year-old self. She would eventually die as her mind aged, but her appearance would stay the same.
