Yes, Lockwood as in Mayor Lockwood, the one who died. When she was 16 she activated her werewolf curse. She's about to turn 17 years old and is still living in Mystic Falls. Jordan is Elena's twin sister, even though they look alike they both had two different personalities, Jordan is the rebel twin, her and Jeremy get along very well because of her habits. She also died her hair lighter because she was getting iritated by everyone getting confused between Elena and Her.
