Keisari Kyo is a transfer student to Unyversity Academy, but not just that. He is sent to hunt down the undefined creatures responsible for gruesome murders across the district but chasing its shadow is like chasing the stars.

On top of that, there are students from various syndicates determined to hold extermination operations of their own: Chrome is a government soldier working to avenge his family, and he has all the information there is to have when he starts his. Enma is his direct superior, also a descendant of the nation's Premier who holds power over the world's fate. Whilst aiming to annihilate the unidentifiable beast, the two of them pursue mystery of the Placebo Children, a ranked organization wherein young soldiers are trained for combat outside the government's eye.

Alas, there are also the killers lurking in the darkness with a lust for blood, and deathly ties not to be mingled with. The human conscience of these beings are questionable, but the lines are never clear.
