That's the announcement they gave to the people, no explanation. All they knew was that he was gone. There was no one to stop anyone in New York anymore, and there was no one to deliver pizzas late anymore. Peter Parker was dead. 

There were still some determined to save his legacy though, and they were some powerful people.
