Bill Cipher was frozen as a statue (In human form) after being tricked by the Pines. Bill Cipher had been Will Ciphers best friend, other than Kill Cipher. Kill was never as patient with Will as Bill was though, so Will had a closer bond with Bill. When Bill 'Died' Will was crushed and found it much harder to deal with the (reverse) Pine twins. Kill tried to help Will a bit, but it was no use. Will visited Bills statue every day, protecting it as best as he could from weathering, and other things. Often Will would sit by Bill's statue for hours at a time, till he was forced to leave. Kill mourned over Bills death as well, though he hardly would let it show, he missed the smaller yellow demon. (Art not mine)
