No, Leo did not come up with this.  It was installed by Claire Hunters, demigod representative of Camp Half-Blood. Chiron did permit it, as a slight experiment, because whilst the technology isn't monster-proof, the sheer amount of phone signals now a days make it harder for monsters to track down the computer that's screaming, 'DEMIGOD'. Plus, as long as we stay in camp boundaries, it should be safe. Key word - should.

Ps - this started as an experiment and quickly evolved into a bunch of random demigods and a naiad naruto running in circles and screeching at the top of their lungs. Read at your own risk.
