Esta obra intenta hacer una crítica a la posición que asumen algunos gobiernos frente a aquellas prácticas NEPOTICAS que se presentan al interior de las instituciones, y que si se observa con detenimiento son prácticas corruptas, ya que por sus características se trata de favorecimiento indebido a familiares, amigos o conocidos, con el fin de ocupar cargos,  asignar contratos o utilizar dineros del  Estado en beneficio de particulares, máxime cuando se prohíben, pero que gracias a artificios, algunos altos ejecutivos la ejercen con relativa frecuencia sin que se haga nada al respecto.
