El documento pretende ser una guía práctica para tener éxito en la obtención de un cargo público por concurso de méritos  y tiene como objetivo dar a conocer la información necesaria tanto de contenidos objeto de evaluación en las pruebas como las condiciones de aplicación, lo mismo que los instrumentos diseñados para los procesos de selección de personal que tiene como propósito medir la capacidad e idoneidad de los candidatos o aspirantes frente a los requerimientos de cada cargo en las entidades del Estado, con los estándares de desempeño esperados. Los contenidos que se desarrollan en la guía están referidos a las actividades y requerimientos que deben atender los concursantes para llevar a cabo una aplicación de pruebas de forma adecuada y no enfocar los esfuerzos a una auto capacitación improductiva.
