At the turn of the millennium, three criminals move to Largefield City. 

Alexander tires to get away from his past life of crime as a member of the Russian Mafia. Ryan is hired by the FBI to track organized crime and suspected terrorists. Vincent arrives from Tokyo sent by the Yakuza to set up a branch in Largefield. 

The three get involved in a cycle of crimes, including, but not limited, to: street hustling, vice, street racing, arson, store/bank heists, drug deals/trafficking, human experimentation, a snuff film ring, political/corporate/mafioso assassinations, and corporate/mafioso/international espionage. Along the way they meet, gain, and lose friends.
