Handicaps were given to those who were above average. They were to make them Normal. After the previous government had been overthrown the Fallen Angels took control and promised everyone equality, everyone was sent to camps to be given handicaps. The for 14 year old roommates all extremely brilliant saw through this plan and made a plan to stick together.they promised that they would do everything in their power to be assigned as few handicaps as possible. It was extremely important that none of them were given the handicap of intelligence. If this happened they would never be able to escape the over controlling government.
