You Were Always There

In the year 3016, Earth's population went from 7 billion to 75 million in a matter of days. The reasons; Project AANIVVE (Ahh-nivve) and World War III. World War III was caused by a simple disagreement between some countries. The casualties were high, but not as high as they were for Project AANIVVE. Project AANIVVE was a experiment for young teenagers. Each of the seven surviving teenagers became "monsters" if they survived the brutal experiment.
But now it is the year 3018. Earth has started to rebuild itself with the help of the small population left. Two siblings, Ray and Vivion Anson are what people called Survivors. They have not been captured by the Scout forces, and have been able to survive on their own without help from others.
But when two new people enter their lives, how will they react. Will the be able to overcome the obstacles that will stand in their way, or will they fall right into the Scouts' hands?
