Un món devastat per una guerra deixant les grans ciutats que en un temps passat havien sigut les grans comerciants de recursos ara estan en ruïnes.
Ja han passat 100 anys des de la gran guerra i  ara tot esta concentrat en una gran ciutat La Capital coberta per una gran cupùla, en la que hi ha una dictadura.
Dos germans un noi i una noia tindran que sobreviure cada un per el seu costat, el germà gran fora de la ciutat per conspirar contra el regim i la germana petita dintre de la ciutat intentant derrocar el regim. 
Fora de la ciutat viuen els Rebels, persones que han estat expulsades de La Capital per pensar diferent o per atemptar contra el regim.
