After yet another crushing defeat in which General Hale was killed, HYDRA's fate was uncertain at best. With one last trick up their sleeves, HYDRA's leaders decided to create something unlike any other experiment done before. Referring to their first idea of the Winter Soldier, of brainwashing and creating a super soldier not unlike Captain America, they began testing potential candidates using their same old brainwashing trick and sending them on assorted dangerous missions. If you failed those missions, you died, they made sure of that.
One copy of the Soldier made it. He did everything he was supposed to do with precision, with accuracy, and he seemed to know exactly what he was doing. He was the perfect Soldier. So HYDRA decided to release him on the world, especially to do what they had never accomplished- taking down, detaining, and potentially killing Captain America.
