After yet another crushing defeat in which General Hale was killed, HYDRA's fate was uncertain at best. With one last trick up their sleeves, HYDRA's leaders decided to create something unlike any other experiment done before. Referring to their first idea of the Winter Soldier, of brainwashing and creating a super soldier not unlike Captain America, they began testing potential candidates using their same old brainwashing trick and sending them on assorted dangerous missions. If you failed those missions, you died, they made sure of that.
One copy of the Soldier made it. He did everything he was supposed to do with precision, with accuracy, and he seemed to know exactly what he was doing. He was the perfect Soldier. So HYDRA decided to release him on the world, especially to do what they had never accomplished- taking down, detaining, and potentially killing Captain America.

Not everything Hydra did had a specific purpose. Sometimes they tortured people and ruined lives just because they could. The kidnapping of Joana Kegley served no greater purpose than to help break in their newest experiment. Before her boyfriend went to war, Joana was a simple girl who helped her elderly grandmother run a clothing store. After her boyfriend went to war, she became something of a small town hero. A woman came to her personally to tell her that her boyfriend, Bucky Barnes, and her best friend, Steve Rogers, had both died bringing down Hydra. It wasn't long after that when she was plucked off the street like some stray cat and chained to a chair like a dog on a leash, where she learned that Bucky had endured something worse than death and that she was there to help them break him. Nothing she did could stop the turn of events that took place as the years rolled by. She hardly noticed that neither one of them aged. It wasn't until Hydra fell and she was still locked away, somewhere in the deep pits of some underground facility, that she realized how much the world had changed. Bucky Barnes remembered very little outside his own name, but he remembered a girl. He remembered a girl with a voice of reason, who spoke only the truth to him, who wanted nothing more than to keep him safe from himself. They aren't looking for her. When Clint crashes the quinjet in the field beside her yard, she allows them to stay in her house, no one recognizes her. No one, until Winter walks through the door, and sees a girl that he valued like a sister come up the stairs to greet him and his new team.
