What would have happened? In the 75th annual Quarter Quell, there was another thing written on the card, that President Snow was reading.
"To show that even the strongest among the districts can not defy the Capitol, the tributes will be picked out of the current pool of victors."

But there was a catch. The district with the most recent, and largest amount of victors, will have to put in two more victors, into the arena.
The lucky district, was District 4. The fishing district, home to Finnick Odair, and his little sister, who was also a victor, by the name of Silver Odair.
Being 7 years younger then her brother, didn't make it any easier when he had to go into the arena at 14 years of age.
She hoped and pray every second of every day that he would come home. Eventually, he did. Then, only 6 years after he won, she was picked out of the ball, and by all sorts of good odds and luck, he was her mentor. Now, it's been only 4 years since she's won, and she's been called back into the arena.

She isn't happy, but she doesn't have much of a choice, especially when her male counterpart is her brother's best friend.
